This only happens when playing via the library - if I go to the WebDAV source via the "Videos" menu, and using WebDAV as a media source, the files play fine without issues. Library files containing a comma in the path played on Android TV's Kodi via a WebDAV server using path substitution cannot be played (Kodi says file not found).
